Preface

Goods and Services Tax (GST) is a biggest tax revolution in the history of India which brought about one unified indirect tax in place of multiple Central and State Indirect taxes such as Excise, Service tax, VAT, Entry tax, Entertainment tax and 12 other such taxes. The Government intends to unload the baggage of huge pending litigations in specified pre-GST Indirect tax enactments. The intent is to provide one time resolution and settlement of disputed tax dues and allow business to move on freely.

The Government has come out with a fair scheme “Sabka Vishwas (Legacy Dispute Resolution) Scheme, 2019” to achieve the objective of settlement of legacy disputes. The Scheme will remain in force from 01.09.2019 to 31.12.2019. The scheme provides great professional opportunities and will help tax professionals to bring an end to costly and never ending tax litigations of their clients. In any tax legislation, many issues and complications are not visualized at drafting stage and it surfaces at the time of implementation. The same is the case with the scheme. The experts anticipate certain interpretational issues and also some controversies may come up. Hence a need for publication giving detailed analysis of provisions of the Scheme.

The Chamber has come out with this excellent publication on the Scheme in right time for its members and practitioners.
